In general, yes. If you're downloading music then whoever you're downloading it from (and possibly a group of other people, depending on how you download it) will know your IP address.
From the IP address they would be able to tell which ISP you use, and if they had reasonable evidence that a crime had been committed, could get a court order to force the ISP to tell them who was using that IP address at the time when the crime occurred.
Depending on your ISP (I'm not aware if this is true for Optimum Online or not), it may also be possible to determine a rough location just from the IP address, but it's not possible to determine the precise building or person without cooperation from the ISP.

In jersey as properly, optimal has been down considering the fact that approximately 9am the day previous morning, Now Friday Morning 9:40 six am i called optimal because of the fact none of my emails will deliver or come to my mac blackberry or artwork laptop. i'm freaking out theres a lot of stuff i exploit in there daily. Optiumum under no circumstances somewhat fixes something its constantly momentary.

Certainly it can and in fact it is. When your ISP is served with a warrant to release this information, they will point directly to you.
Because you have already admitted illegal activity herein, that info may also be resurrected. It will make it even harder for your legal team to defend you and you will most likely enter a plea bargain, pay hefty fines (and hefty legal bills), and perhaps live in the cross bar hotel (also called jail) for a while.

Your IP can always be traced.....Its naive to think otherwise. Plus you might not want to publicly admit that you download music and are wondering if you could be tracked hahaha.

Yes it can. You might try surfing and downloading through one of the "proxy" services... but then again, if "they" want to find you, they can.
