If you have a WiFi capable computer then you have two options.
(1) Set up a wireless access point connected to an Interent connection.
(2) Move the computer somewhere that provides public Internet access.

Well, ytou kind of answered that yourself.
YES
If a laptop is marked as "wireless internet ready" all it means is it has a Wifi card to connect to a wifi router. If you want "mobile internet" you need to pay good amounts of money to get a small monthly allowance to let you connect off an expensive card via mobile phoine networks.
"Wireless Internet" has been hijacked by the advertising people, meaning with a wireless router you can sit anywhere within range of it and get an internet signal. BUT you WILL always need an access means, such as your own internet connection, or a paid for connection via a pubclic access network

you need a wireless card and there needs to be some kind of wifi, either from a router you set up or if you are a hotspot from the connection provided by the place. you may be able to get internet from your neighbors if they didnt encrypt it, but this is stealing.

You can try accessing local unsecured connections in your area with a wireless card on a laptop; however, be cautious about the material you download if you are "stealing" someone else's connection.
