Isn't that what criminal leaders always tell their suboridnates, to never do anything that would raise questions?

At the outset, it seems to be a perfectly reasonable statement about maintaining credibility and high ethical standards.

However, given Abu Ghraib, deceit about "turning a corner," and concealing his incompetent administration of a war, it could also be construed as a command others to cover their tracks well, lest they be found out...

DOD=Department of Defense.

I know what context that statement was in, and it still proves the mindset of many neocons is that only 'good patriots' follow Bush and anyone else is a 'traitor' to the American cause.

as part of the U.S. Government, the DOD should NEVER do anything that would raise questions about its credibility.

Taken out of context I would say it means "Don't do any conduct unbecoming of an officer."
