I would do it every once in a while to remove the dust and dirt.It makes they look pale when they are dirty.If you mean very tall older palms,that may be a hard thing to do.....

Indoors? You can but no water is taken in there and you might start rot. Other than washing down the fronds, why?

Outside. No. Roots are in the ground, that's where the water goes.

Bromeliads get water in their crowns, not palms.
