If I change the plug configuration, would a 15 amp 115 volt 24 hour plug in timer work with a 20 amp 220 volt appliance ? Will something inside burn out or are these timers rated 115 volt/15 amp simply because of the plug configuration ?

Most of those timers have a clock motor in them that matches the voltage they are to be plugged into. If you take a 115 volt clock motor and plug it into 220 volts the motor will burn out. Your second problem is that it is only rated for switching 1725 watts and the new appliance is 4400 watts. So even the switch part will fail.

You need a new timer. Save that old one for 115 volt Christmas tree lights or something like that.

I agree with Rich. The clock motor would need to be re-wired for one thing. And even if the contacts would handle the 20 amps, you would only be opening one "hot" wire on the 240 volt circuit. I don't think I would jury rig this. That would void the device listing (UL or another). And that would violate the electric code. And if the house burned down, the insurance company might have a problem with you.
