It's because the elements are arranged in 'periods', ie. repeating sets. In the chemical elements the period is the number of outermost electrons in a shell, or covalence. Mendeleev organised them by chemical properties, where elements which react in similar ways were grouped in the same column. For example, all the group 8 elements are noble gases - they all have a full outer shell and so don't react easily. There were gaps in it to begin with, but he managed to predict the existance of several unknown elements. It gets slightly more complicated when you consider transition metals - where the differences are in the inner shell electrons - and lanthanides and actinides (I forget how they are arranged...) but that's the basic principle.

The Periodic table is defined as A tabular arrangement of the elements according to their atomic numbers so that elements with similar properties are in.
Periodic means occurring at regular intervals, and as such, the columnar arrangement of the elements is "periodic" in design.
