transfer funds from my savings to my checkings if it over draws and that is located in NH, PA and NJ...

Many banks will do that..it's a program you have to sign up for. Ask your bank if they do this.

as to who does a banking business in the target parts of NH, NJ, and PA ... good luck

Almost any bank will do this if you tell them, in advance. They will charge you a fee for it.
