I have to perform the duty as this an order by the competent authority coming within his scope of authority.

I have no choice of doing it or not.

I have the moral duty over and above the written rules binding on me ,to serve my organisation to the best of my abilities

Just react normally as what ever you did was under written rules binding you to serve your organization to best of your ability. You should fell guilty for any action taken by you while discharging your duty honestly & consciously. You have not cased any harm to any one on your accord but while discharging your official job for which you are neither legally nor morally guilty. Just for you information let me tell you section 76 of the Indian Penal Code provides Act done by a person bound, or by mistake of fact believing
himself bound, by law.--Nothing is an offence which is done by a
person who is, or who by reason of a mistake of fact and not by reason
of a mistake of law in good faith believes himself to be, bound by law
to do it.
Section 79 of IPC provides Act done by a person justified, or by mistake of fact
believing himself, justified, by law.--Nothing is an offence which is
done by any person who is justified by law, or who by reason of a
mistake of fact and not by reason of a mistake of law in good faith,
believes himself to be justified by law, in doing it.
So in discharging you official duties if any harm is brought to some one you are not liable under both these sections.

React? If you did it unintentionally you should apologize and do all you can to help them recover including first aid treatment. If the harm caused in your very cryptic question was physical. If it was otherwise I would point out to my superiors that the policy in place causes harm to others and recommend changes and I'd advise the injured party I had done so.
