You either put the wrong kind of stain, or you put it on very thickly. Latex or water based stain reacts with an oil based stain, and will not dry. If it is the wrong kind of stain, it will not dry, and you have the strip the whole mess. If you put it on thickly, and your home is in a humid area, it can take up to 5 days to dry. Have your daughter camp downstairs until it does! Good luck.

My first thought is you used a stain with additives. No disrespect intended, but if I'm correct; that might be the issue.
FURNITURE STAIN....Obviously not strictly a penetrating "stain"
In your Q it seems pretty obvious that it wasn't a RAW wood stair case/railing. You may have used a "MinWax" type stain? OR a Stain mixed with a varnish? OR even a Poly based?
It may be that the stain wasn't FRESH? and as such, the agents in it weren't proper any longer in "DRYABILITY"???
I hate to use any expetives, but you have a problem, at the very least.
Humidity certainly is part of the issue, but any long standing varnish based substances, or petroleum based substances can remain tacky for as long as I might live.
Also is the issue, not in your detail, of WHAT the former finish base was/is.
I can't strictly HELP you resolve this. I just offered experienced suggestions. You might also have used a product, not strictly condusive to the product already existing; causing a reaction that softened/degraded, the finish beneath your application

Did you sand down to or close to bare wood? Stain isn't like paint, it doesn't dry in the typical way. It needs to be able to absorb into the wood. If it already has stain and polyurethane on it you have to sand it off before you apply more stain. It won't dry properly on it's own. The solvent/liquid parts (in the case of most stains mineral spirits) will evaporate and the pigment portion which is suppose to soak into the wood will be left, which is why it's sticky.
If you did sand and it's still tacky, you over applied the stain.
Either way, you're going to need mineral spirits, sand paper and elbow grease to get it off. And you'll probably have to refinish your steps when you're done.

Sounds like you put it on too thick, If it is humid it takes longer to dry, try to take the humidity out of the air with the de-humidifier or turn off your humidifier which ever the case in your home and bring the temperature down a little till it dries.
It should not take more then 8 hours to dry if it was applied with a thin coat. If it's too thick you may have to sand it down and start over.

I have a feeling you are talking about varnish stain and it is sticky if you put it on to heavily. Put up a tent, it's not worth ruining it. Or put a ladder to the upstairs. Next time do every other step til dry then do the other. Refinisher.

These are all bad answers sorry! First off wipe all the excess off with a clean rag then let it set for a few days. If this does not work then go with stripping and sanding it down. Don't overeact like all these haters want you to do.
