you mean in cold water? When the body gets cold all the extremities become starved of blood, like fingers toes and penises this means that since there is a bone in a finger or toe they can't shrink but they would suffer if kept under those conditions for any length of time. the poor old penis though does not have the luxury of a bone and relying totally on blood supply to keep it anything from firm to normal, will shrink down . The same will go for the scrotum.

It shrinks. It is an organ full of blood vessels. When you surround an organ full of blood vessels by cold temperature the cold will pass from water to the body. The body is always trying to maintain the same body temperature. In order to do this the organ full of blood vessels will "shrink" into it's self because the body is more warm than the cold water.

After a while it shrinks, due to the blood being pulled back into the body, to conserve body heat.

In water the male penis shrivells to a shadow of its former glory. This is a throw back to when we all lived under water and it had to be protected from Penis Pirrhana. The penis was the only part that shrivelled as it was and still is the most important part of a mans anatomy , including his brain as we all know men use their penises to think and not their brains.

it gets wet. because it is in water

In COLD WATER, as others have said, it lessens in size because of the restriction of the blood flow which sustains it's size.
