Ok, so whenever you go on the internet the temporary internet files folder will log all the site cookies. Is there anyway once the files are deleted to get them back? Or is there anyway to see where someone is going on the internet even after they've deleted all their history and cookies? Any help would be greatly appreciated.

Because those are considered to be "temporary" files, when deleted they do not go to the Recycle Bin. So to recover them you would have to run a "File Recovery" software. That would have to be done within minutes of their deleting the files, and before any other Internet usage. Otherwise those deleted files will be overwritten by the new ones.

If you could recover them, all you will get is the names of the files. You can not recover the actual "history". So you may or may not be able to determine what sites they were on from the filenames. A file called "background.jpg" for example may not help you to indentify the site.

So for all pratical purposes, if a person has cleared the history, you will be unlikely to recover that information.

Try looking in the Recycle Bin for the deleted files.

You can try adjusting the size ("Disk space to use") in the browsing history so it won't get deleted automatically instead. Click on Tools on General's tab, click "Settings" on browsing history and then adjust the size of disk space to use.
