3x+4y=1 and x-2y=6 is called a 2-by-2, please explain......

Possibly means 2 equations and 2 unknowns , the important thing is to be able to solve the equations.
3x + 4y = 1
2x - 4y = 12------ADD
5x = 13
x = 13 / 5

39/5 + 4y = 1
4y = - 34/5
y = - 34 / 20
y = - 17 / 10

x = 13 / 5 , y = - 17 / 10

2 equations with 2 variables ... to solve a 2 variable problem, you need at least 2 equations

it is just an expression in your group
it means two equations of two variables each
