Yes, he finds out that Regulus Black, Sirius's younger brother found out from his house elf (who helped Voldemort place the horcrux locket after Voldemort asked Regulus if Kreacher could help him) that the locket is in the cave, so he steal it and replaces it with his own locket.

Yes he does.
It was Regulus Arcturus Black(R.A.B), Sirius Black's younger brother who was a Death- Eater once but realised the error of his ways and uses these means to try to stop Voldemort.
