That person would have a speech impediment called a lisp.
After having speech therapy, as a child, you can only notice I have a lisp unless I'm really, really, tired. Then, I sound like Sylvester the cat. lol

lisp - a speech defect that involves pronouncing 's' like voiceless 'th' and 'z' like voiced 'th'.

It's called a speech impediment. There is something that is impeding (or interfering) with that person's ability to speak clearly.
