probably not, but betta are much happier in warmer tropical water, i really dont know why pet shops sell them for freezing water, some places get pretty cold, and they dont seem to move much in it. You can ut them in a small breeder net in with the guppies or get a smaller filtered and heated tank, maybe 15-20L or so. whatever you do dont put them with guppies, i tried that and he now is growing all his fins back! im really surprised he survived. I had my betta in cold water for about a month and he hardly moved, now hes in with a girl betta :) and with my discus he has a lot more room to move (he moves now!!) and seems a lot happier!

No. That's way too small for neon tetras. They also need proper groups of five minimum to survive happily, and 15 gallons of water PER group of five. They're very active little fish, and in anything smaller than 15 gallons would not be happy. In a three gallon tank, you couldn't fit them in a proper group, AND you'll be putting them with a predator. They will be constantly terrified and grumpy, this will up their chances of being sick and dying "For no apparent reason" all the time. Anything under five gallons is not recommended for betta either, but people do it all the time anyways. =/ Under five gallons and you end up over-cleaning, or under cleaning, do not have a beneficial bacteria colony regardless of having a bacteria wheel...just a bunch of trouble, and the only thing they CAN support is some plants, MAYBE a couple small snails or shrimp, dunno about the shrimp though. Now, it can be difficult to put fish like that with betta. Neons can be nippy, especially if there is a war for room and food. They're small, but extremely active. That can get a bettas attention. It's not recommended to put them together in anything less than a well planted fifteen-twenty gallon tank at the very minimum. You would be better off with the larger and more docile Cardinal Tetras, but you still need a minimum of a twenty gallon tank for those. They get bigger but look the same, are usually far less active, and also have short fins to ward off nipping. Now then, even if you DID have the space, it's always up to the betta. Some just don't get along, even with fish considered compatible. So keep an eye out.

Your Betta Fish can jump, so I would advise you to put a lid or cover on top of the fish bowl. Also, a Betta Fish would swim around more in a 2.5 gallon tank with decorations and bright gravel.

They are celebrated jumpers, so yes, they might.
As an aside, bowls are for soup, tanks are for fish. Bettas can survive in a bowl, but it's really a bare minimum. Consider upgrading him to at least a 2.5 gallon tank-he'll be more comfortable and safer in there.

I have a betta fish and it's never jumped out of the bowl. Maybe it would if it have a good reason to.

Put your betta in with your guppies, they are going to be fine with each other
Or get your betta at least a 2.5 gallon tank with filter and heater

Yes, they are terrific jumpers. You must get a lid on there, even if it's just a sheet of paper laid over the top, but make sure there is space/a hole for air to flow in and out, since bettas breathe from the surface.

I've had my beta fish for about a year. It started jumping recently, but he has been acting strange. He went through shock when I changed his water a while back ago. I covered his bowl with a doily I found.
But normaly, I don't think they'd jump out.
