The Real Estate section of Classifieds has a section for rooms for rent. You will find many options there. You should be able to find a room for $400 but it in private condo's it may be 'common' meaning you'll have to share the bath facilities.

Yes. My colleague is renting out a room at Marine Parade for $550 (negotiable), new, comes furnished and its a air-conditioned condominium. Comes with free wireless internet access.
Direct bustop outside condo with buses 10, 12, 32 etc buses which goes to town. 3min bus ride to Parkway Parade.
