No, it's not strange to have small breasts, but as far as the sagging it's possible you could be wearing a bra that doesn't fit right, or the straps are not adjusted right to give the necessary lift.
If it's because the bra doesn't fit right I would recommend seeing a bra fitter to see if they can help you find the right bra. They go to the big dept stores like Penney's on a Saturday about once a year or so to help women find the right size bra. The service is free.

Breasts come in all shapes and sizes. Some women have none at all.
Small and saggy indicates low levels of female hormones and/or high levels of male hormones.
If you have other signs of being affected by testosterone you may wish to investigate further (hairiness, moustache growth, deepening voice, enlarged clitoris, irregular or infrequent periods). If none of these are evident, then just enjoy the breasts you have. You'll find that guys will go wild over them if you go braless, wear a V-neck and let your nipples show through the fabric of your top. You can do things with small breasts that girls with big breasts simply can't do.

Boobs come in all shapes and sizes, and sometimes they hang down just because that's their shape.
It's all normal. The breasts we see in Hollywood and porn aren't a good representation of what real women have. There's tons of variation.
