Another reason to get a new computer is if your current hardware is so outdated that when it does break or something goes wrong it becomes impossible to replace that part because it's been made obsolete by newer technologies. A good example of this would be if your CPU were to break and the suppliers no longer made this particular model.

It all depends on the person.
As long as it does everything you want it to do, or you can put up with it, and it works, keep it. After that, then you will know.
However, if one piece has went bad or it can be repaired, it's obviously a cost of repair versus cost of new issue. Same thing with a car.

Until your hardware is so outdated that new software, that you have a need for, wont function. If it will run everything you need it to, you dont "need" a new computer.
