there are thousands of people who dont have any food and shelter. now there are boats moving on the highways. the river beside my city is flowing 125 cm higher than the danger limit. well, i'm in a group of very few people who are not affected by the flood. the adults are fighting with the disaster as much their lives allow them,but i cant stand the sufferings of the children. what can i do now?

I'm taking you live in England. One possibility you could try is working for an aid agency to even further your help. Do as much as you can, but remember, we're only human.
