That wouldn't be possible without some huge inputs. Keep in mind that Mars atmospheric pressure is just under 1% of the Earth's. One would have to deflect an enormous number of ice-teroids and then set in motion massive conversion plants to change H2O and CO2 into oxygen. Then the problem would be to keep it there. The reason it seems that the atmosphere is so slim there now is that gravity has a hard time keeping the lighter components from blowing off into space. Even earth will loose a large amount of it's atmosphere daily. Once we get ther we can set up habitats and some best solutions include doing just that with caves. The technology is easy to turn CO2 and water into breathable oxygen. The whole thing hinges on the availability of water. We might find ourselves mining water at the poles and shipping it to the warmer climates (which are still blisteringly cold). The poles are just to brutal on an already brutal environment. As for the planet, we can not make changes on the level of atmospheric proportions without the means to catch and move asteroids of ice or possibly some other oxygen containing material and then getting it there and then the enormous time to convert. Life in habitats and pressure suits will be it for quite some time with out some very significant breakthoughs.

It's not been legitimately proposed. It is someones silly idea turned rumor.
