It's a simple greeting. Unlike other forms of greeting, this one is meant to accentuate the friendly nature of the relationship and it has a much more familiar / close / relaxed connotation.
I have wondered about the purpose of greetings, too. It seems quite unreasonable and silly (if you think about it) to come up to a person and say one general word automatically. It's a way of acknowledging the presence of others, but I think greetings are so ingrained in the logic of society and humanity that individuals aren't even aware of it or its purpose. They just use it because they know it's the natural thing to do. It's a sort of general standard. You don't question it, you just accept this norm and automatically suppose it represents a general truth.
At the same time, I think the fact that greetings are an automatic instinct is a sign of an organized society where the general standards have managed to transcend and reach mentalities.

It is a greeting which also (occasionally at least) gets the attention of the person you are saying hi to and to let them know you are there.

good question.. i sometimes evn wonder y we bother sayin hi.
The purpose of saying hi.. is to start a conversation.. as.. it acts.. like a short introduction.. to grab the person's attention..with a "hi"
it also.. is polite. to say hi.. as it.. is a form of a greeting.
