It is ethnocentric to tell any type of joke based upon race/ethnicity/culture.
Denigrating one culture by making jokes is no more or less racist than denigrating any other culture the same way.
Try telling that Irish joke to an Irishman and see if it doesn't get a negative response. :-)

Telling any kind of race joke is offensive to somebody whether it's a black, irish, asian, hispanic, etc... There is no such thing as a non-offensive race joke. It's bound to piss somebody off.
