You CAN'T wipe or format your primary drive. Windows won't let you.

You need to get an OS installation disk. Win98 or 2000 or XP, whatever you are using. You set your computer to boot from the CD, and then boot from this CD. Then you can format your C: drive.

However, be aware that once you do this you have to re-install the OS. You're basically starting from scratch. (Which sometimes is not a bad idea.)

To wipe the C drive clean, you will have to type in the command at the C:\ prompt, format C:\*.*
you will be asked if you really want to carry out this instruction, answer "yes" your computer will then carry out the instruction and your C:\ will be wiped clean,
good luck

If you wipe the hard drive, how are you going to reinstall Windows is the question I would have. If the computer is new within the past three years, you would continue pressing F8 while booting up and it should bring up a menu screen of what you can do. This wiil usually get you to the screen where a Factory Default Recovery can be done (Windows Vista and Windows 7). For Windows XP it depends on who the manufacturer is.

Depends what you mean by "wipe clean". You can format the drive but the data that was on it will remain and is quite easy to recover.

If I remember correctly the deltree command works. I think you can use something like del *.* /s also. I think you will need to boot from a disk first.

You write:
a:
format c:

WARNING!!! Be carefully before formatting because this process removes everything (including the programs and the operating system(s), if your system is installed on drive C).
