I'm assuming you know goldfish can't live in bowls for extended periods of time because of how large they get and how much waste they produce.
so until you can get it a proper tank do 100% every other day.
oh, and if you didn't know you shouldn't keep them in bowls forever I'll explain. goldfish, even the smallest kind get at least 8" and up to 12". these are the round bodied or fancy goldfish. slim bodied or common goldfish get anywhere from 12" to 24". all goldfish produce tons of waste. can you picture a 10" goldfish in a goldfish bowl?! of course not, and that's because it wouldn't happen. instead stunting would occur which is when the body stops growing but the insides continue to grow. very painful and will eventually kill the fish. however, the fish can live a few years before the stunting kill them, this is why people who keep goldfish in bowls will often say " they're fine in bowls, mine lived for 5yrs" but considering a full life is easily over 20yrs that's a very short life.
fancies/round bodied goldfish - need at least 10gallon each
common/slim bodied goldfish - should be in at least a 50gallon with 20 gallons for every additional goldfish. however they should be in ponds.
*edit*
partial water changes are so you don't disturb the cycle of the tank, however this won't happen in a bowl. you'll need to do 100% water changes to keep up with the ammonia produced by the fish.

You'll need to do PARTIAL water changes once or twice a week. Remove about twenty-five to thirty percent of the water, and replace it with new, clean water. Don't take the fish out and change all of the water; this could shock and kill the fish. Also, you will need to get a tank with a filter. Goldfish bowls don't allow your fish to get enough oxygen or have enough room to swim. In bowls, goldfish live for a year or less; in well-maintained tanks, they can live for many years.

Goldfish produce so much waste that they should never be kept in bowls. You should get it an aquarium,at least ten gallons for one fish, with a good filter, and some live plants to help keep it clean. Then you won't have to worry about changing the water - everyday, which isn't good for the fish,as it stresses them .Once the water in an aquarium is stabilized, you only have to do partial water changes once a month.

It depends on the amount of fish. If you only have one goldfish, you should change it once a week. But another way to tell is if you stir up the gravel or whatever you have at the bottom of the bowl. If you see alot of waste coming out, you should change it.

depends on how many fish you have. One time a week should be fine for gold fish. If you want to be more accurate buy a water tester kit from your local pet store. If you watter is in the correct levels once week is just fine. If you have an amonnia spike you may wanna change it immeditatly.
