Go into Word, create a document and save as HTML.
Then you need to host it somehow. Many ISPs allow you host an internet site. You can view an HTML document just by opening it in IE, you don't have to have any internet service to run it. If you have a static IP address you can host a site yourself. You just create a webpage in IIS and then can just going your site using http:///

If you register a domain name with someone like godaddy.com you can configure godaddy to associate your domain name with a static IP address.

in notepad. Copy this and save it as 123.html on your desktop. Then double click on the file.

There are plenty of free websites out there that offer you ok designs with source files. No code needed, it is all included in the zip file. You just put in your content and your links and you have a ready made website.

You learn html (Hypertext markup language) and css (Cascading styling sheets) and just use notepad or you can buy a web design program like dreamweaver. Then you need to find a company with web servers to hold your webpages and buy your self a domain name.

You should start with learnning HTML and practising. in txt documents.. just google a HTML tutorial
