It's a cow. More specifically, a young female cow that has not yet had a calf.

I have never heard people call a heifer, except for this place I used to work. I was the only white employee in my dept., and if one black girl didn't like another one, they'd call them a heifer. I guess it's a nice way of saying "you little so and so, I can't stand you." I used to think it had something to do with baby cows.

A young cow (as in female cattle) before she has had her first calf . It is an insult to a woman as it likens her to a cow
