Rapid communication throughout the body is accomplished by the endocrine system, as it is in charge of producing and secreting hormones that activate or inactivate many functions in the body. Endocrine glands use the blood flow to transport their "messages".

Electric impluses in the nerve cells. But, between nerve cells, the communication is chemical.
Communication in the body is not as fast as if the entire system were electrical. But, if everything was electrical, your body would need a cooling fan a lot bigger than the one your computer has.
