On one side, on the top, it says Uncirculated, on the bottom it says Denver, with a large D in the middle, on the other side, on the top it says Treasury, on the bottom it says United States Mint, and in the middle it has like a shield with scales, and a key, with a chevron of stars in the middle. it is the size of a penny, and the same color/metal. What the heck is it?

It looks like someone broke open a mint set from the Denver mint. it comes in the package with the other coins. it has no real value but is an interesting find. I have plenty in my mint sets, but have never actually found a single medal. I have seen them dealers so called junk boxes. it may not be worth much but at least you have a conversation piece.

they put these in modern mint sets, and have for some time. they have no real value, but some coin dealers will put them in bargain bins for a quarter. Yes, it is made from the same material as a penny.
