In what is considered English, your question is "which state has the highest yearly rainfall?". The states don't rain; they recieve the rain.

The answer is (ta,da) Florida. Sure, some spots in the Northwest have more rain, but the majority of the states there are deserts, and on an average basis, Florida has a higher rainfall.

I can't help you on overcast. While there are statistics on overcast days at different reporting locations, I don't know if anyone has combined them.

Lucky,
I don't disagree with that dude that mentioned Mobile Alabama, or the one that talked about Hawaii. Oddly enough, this year both Alabama and Hawaii have had droughts. I live in south Texas. We never have rain in June and July. We got soaked this year? Maybe the curse of Al Gore or something?

That can vary quite a bit from place to place within a state...for example: TX - Corpus Christi has an annual rainfall of 57 inches, while El Paso only receives 9 inches on average. The city in the U.S. which receives the most rainfall is Mobile, AL with 66 inches per year.

If you want any more details, please email me.

Hawaii. On the island of Kauai in it's rain forest it will rain about 440 inches a year.

Hmmm, probably Tasmania. It would be the coldest too. Oh, but that might be too self centered. Perhaps there are other states in the world that are wetter and cloudier.
