Looking for Free, safe, possibly international pen pal program...?

I don't want to do some instant message thing, but send letters to someone in another country. Is there a safe, free pen pal company that will do that? Like, give me someone, and translate for us, etc...??

I also know a young lady, aged 15, who is looking for an American pen pal, if you are interested.
