Looks dumb, sounds dumb, but make no mistake, he is shrewd and calculating. Dismiss criticism for the war, all the while his merry band of contractors make billions off the war at taxpayer expense. He'll depart in January '09, blaming an 'obstructionist' Democratic Congress for HIS failures. He'll then anxiously await groundbreaking for his library. Ironic, given the fact he doesn't read anything but his bank statement and Garfield.
