Cycling would be a good thing for your sister to read about, but this shouldn't kill a fish in 24 hours unless she's buying large fish and keeping them in tiny tanks.
I think the answer might be in the fish she's trying to keep and how she's introducing them to the tank, or how the tank itself is set up (and hopefully this is a tank, not a bowl!).
Is she buying tropical fish or goldfish? If tropicals, with few exceptions, these should have a heater to keep the water temperature 76-82o. If the temperature is too low, the fish will be stressed. Fish should also have a filter not only to filter stuff out of the water, but also to provide water movement so dissolved oxygen is distributed throughout the tank. A few fish are able to breathe air from the top of the water, but at night, if they rest at the bottom where there's less oxygen, they may die.
Does your sister use a water conditioner to treat the water before she adds the fish? Water companies can use either chlorine or chloramine to treat their water supplies, and you need to use the appropriate product/dose to remove these. A conditioner that removes just chlorine won't remove chloramine. And be sure the product say it will remove or neutralize the chemicals. Some say they "break the chloramine bond" which just means it turns one chemical that's toxic to your fish into two that are toxic. Other products remove both, but you need to use a different amount. You can call your water provider to see what they use.
Does your sister acclimate her fish before she adds them to the tank? By this I mean does she float the bag so the temperature equalizes, then does she remove a small amount of water from the bag (dump it down the drain, not in the tank) and add back a little from the tank a few times so the fish gets used to any differences in water chemistry slowly?
Overfeeding is bad for your fish, but it should take more than one day of overfeeding to kill them. A fish should only be fed as much as they can eat in 2-3 minutes, twice a day.
If she does all these, has she been getting the fish from the same place? It may just be unhealthy fish, and she might do better with fish from another source.

you must observe her when she feeds it. overfeeding is one of the major death causes in children's pet fishes, because they do not know any better. Also when you clean the water, make sure to put the fish in a cup WITH some water that is has been swimming in. fish need a little bit of their old water in there tank after it has been cleaned so they don't go into complete shock and die.

is she letting the tank cycle? Make sure the PH, Nitrate, Nitrite, and Ammonia levels are good before putting fish in. I suggest having invest in a test kit. Cheaper then buying fish to kill them.
it's not that hard, have patience and let the tank cycle for a couple weeks BEFORE ADDING FISH!!!!!!!!!

If the tank is new, they died of stress. Your tank needs time to cycle. Prepare to lose most of your fish during this period.
