How can i complain the telephone company ? Which department

Call them. Ask them, when they answer the phone.
As to the department, it depends on your question.

First call the company,take notes while talking ,who you talked to and when.ask what department handles your complaint,always talk nicely.to get a name say i'm sorry ma'am or sir ,what is your "sir name" and then say Mr.____or Mrs.__________can I please talk with the supervisior of this department please.
Then if they don't resolve the problem .Write a letter ,saying that you spoke to -whoever-on 7--31-07.and you were still unhappy with the problem. *use the supervisior's name you got during the phone call .Now you can address the letter as
ATT:Mr./Mrs._________(so,it goes straight to a person)
0000 get 'er done street
1111 fixit ,usa 0000

Date it and write:"return correspondence requested"on the top of the letter and on the outside of the envelope.

Make a copy for yourself to keep for future reference.If it's really important to you.Send it "delivery confirmation" or "certified mail". Good Luck!
