try lilac colored eyeshadow and eyeliner with a nude lip and pinky blush.
heres what to use:
Maybelline Eye Shadow Duo in Lasting Lilac for eyeshadow.
N.Y.C. Automatic Eyeliner in Vampy Violet for eyeliner.
Bonnebelle Lip Lites in Creme Brulee for lipgloss.
and finally, N.Y.C. Color Wheel Mosaic Pressed Powder in Pink Cheek Glow.
use a good mascara too, like Maybelline Define A Lash.
a good foundation is also important, use something like Clinique Moisture Sheer Tint SPF 15.

If you want something easy get Almays eye shadow compact for blue eyes. I also have blue eyes and love it. It's fool proof as it shows you where to put each color. Also maybe try a tealy color a lot with a smoky eyeshadow swept just across the upper lash line. Not all the way to the inner corner as it will be too much and actually "closes" your eye instead of opening it up and making it look bigger. Try green as well. A lot of people believe having blue eyes they can't wear blue eye shadow...wrong. Worn in the right way and in the right hue based on the blueness of your eyes and your skintone it can be complementary. I'm a cosmetologist and there are a lot of misconceptions out there!

To bring out the colour, you need a contrast. You should use a medium to dark brown, tones. Just imagine a brown dress with a icy blue satin sash...the sash is accented and therefore it stands out. If you use a blue sash on a blue dress, you're just blending the colours in, and they don't stand out.

1st it depends on your skin tone.. You sound like a 'cool' fair color...
and also depends on the season and what clothes you are wearing as well..

I would say a light grey/silver for nite and mauve during the day...

tho dark blues w/greys aren't bad...stay away from common brown..that works better on warms...blondes/blue eyed/tanned...

If you want to show off the colour or your eyes then use the opposite in the colour wheel which is orange. So warm shades (not an exact orange!) that are in that ball park will accentuate the colour,

If you have it, put on a shiny/glittery brown on the lid only, (not to the brow) and put a hint of blue shadow in the corners.

This will help to bring out your eyes. :)

Put a bit of black liner on the tips, making them slightly more cat-eyed than you already are, and add a small bit of mascara.

I say, that you accentuate your eyes if they already stand out. Makes you look exotic. Try reddish colors for the highest possible contrast.
