right-click taskbar, uncheck lock taskbar then left click, hold and drag to bottom.

Right-click on task bar...a little menu will pop-up...make sure there is NOT a checkmark beside "lock taskbar". Then left click on taskbar and drag it back down....then right click again, and select (put check beside) lock task bar so it stays put.

just click on the bar and drag it back down,then go to control panel,click on it,next click on taskbar and start menu,and lock the taskbar so it doesn't happen again

Right click on the task bar, look and see if shows check by lock the task bar, if it does click on to unlock. click on task bar with start button and drag to bottom, then lock task bar by right clicking and choose and click on lock task bar.
You can also use system restore by going back to a time every thing was the way you wanted.

I've done this myself. Put your mouse on the task bar and drag it to the bottom (or left or right).
