She sounds like my little sis...
I'd say go for the HotTopic gift card for sure, BUT don't stop there...
Get her something personal from you too... Like find an old picture of you two and make a painting out of it, or find a bunch of pics and make a mini photo album to send or take a glass blowing class and make her a great ring (or pendant, or earrings)...
My point is find a way to make something that she can keep forever and that will remind her of you always... those are the gifts that mean the most... and 18 is a big birthday... it'll only happen once!
How long has it been since you've seen her? Is she schooling in Japan? How about a surprise trip out to see her? That'd be memorable...

You could get her a plain bag, purse, or shirt and then get her a gift card to a store she likes so she can decorate the item herself how she likes it. She sounds a bit similar to me and that is one of my favorite things to do, but I don't always have money for the supplies.
