Cafes usually host a lot of writers who need a place away from home to just think and write. You'll know if they smoke by just observing.
Public parks are a good place to meet artists, if they are painting the scenery or whatever. You can usually tell if they are smokers, because most smokers can't go too long, usually, without a smoke.

check the local library or college for writing groups.
if the meetings are held in either place there won't be any smoking.
i used to belong to a poetry group and a writers group (the latter was more for short stories and novels). you get really good feedback from other writers.

Yes they exsist lol you just have to find them, most of my friends do not smoke... and most of us are kind of artsy when I get to go hang out with friends we usually go to places that have open mic night for poetry, or fundraisers for various things, art show openings, see friends who are in bands play, it seems like most of the people I meet in these places don't smoke, but you have to sort through all the people to find the ones that you would actually like to hang out with

museums, concerts, colleges etc...
also many younger artists don't smoke becuase they are more aware of health dangers...
