Those are tent caterpillars. You need to get rid of them before the cause any more damage to your tree. You can either wait until the evening or morning and cut that branch off. Then take it some where safe away from anything flammable and your house and burn them. And squash any that may fall to the ground. Or you could use natural enemies on them, such gray flies, wasp, spiders, birds, and so forth. These may take a little longer to take effect. Some people use pesticides on them; however that is usually when their numbers have gotten way out of control or the tent caterpillars are far out of reach and you would have to be careful when using that. I don't like to use pesticides for they can have a bad side effect on the environment.

Your tree appears to have either tent caterpillars OR fall webworms. They are unsightly and are worse in some years than others. You can wait until evening when the worms have re-entered the webbing/tent and then burn them with a torch OR, do as others recommend and cut the branch. Truth is, they are unsightly, but there are far worse pests your tree could have. Check out http://www.treesaregood.com from the International Society of Arboriculture.

From your photo, it looks to be a tent caterpillar web. There are probably dozens of caterpillars inside the web, feeding on the leaves. There are several different species, depending on where you live, but the general biology is the same. The best control is just to cut out the small branch with the entire web attached.

We get those everywhere. Cut off that small branch before the worms are able to eat away at the inside of the tree.
Don't do what others say at try to take it off the branch, it will just tear open and spill the eggs all over you, your tree, and your grass.
Cut it off, throw it away. Maybe burn it if you can.

That is a cocoon. I don't know what type of worm, but the eggs have ben laid, and this protects the babes. They will eat the leave of the tree as they grow. You should either clean it off, or cut off the affected limb.
