Ken Starr is a political opportunist. He sees that the Democrats will likely win the White House so he's trying to get on their good side. Doubly so on Hillary, who he regrets prosecuting her husband in the 90s.

He made tons of money investigating the clintons. Payback time is here is what I think. if what you said is true. He did get the two from the savings and loan (husband and wife) who loaned money for whitewater real estate scam and busted the bank. clinton pardoned Susan. her husband died from a heart attack in prison. He also investigated the death of Vince Foster.
