Just talk about your sister and wish them a happy life together! Tell them to give you a lot a little nieces and nephews for your family to spoil. You could also take him out for a few beers and get to know a little about him. Also a shorter speech with more meaning is better!

Tell the truth. Let them know you have only recently met your sister's husband and you will have many years getting to know your brother-in-law. You are honoured to be the best man even under these circumstances and then bless him for taking your sister away ha ha.

"I love my sister and I don't know you from Adam, but I swear if you hurt her in anyway, I'm coming after you. Oh, I'm sorry Adam was the man she was with last week"?
Will that work?
Just kidding:
Don't get your pants up in a knot: :P
Ask your sister to help you with the part about him.
Then at the end, add in my version ;)

Well, that is odd. Usually the Best Man is the groom's best friend, brother, cousin, uncle or father, you know. If he chose you to be the best man, ask your sister to write the speech and then give it with much enthusiasm.

I'd like us to raise our glasses in a toast to my brother-in-law. One of the first things that I learned about Adam is that he has good taste in women. (wait for laughter to stop) My sister is no push-over when it comes to love, but Adam didn't give up. He was able to show (her name) his ability to commit himself to her, and his desire to make her happy. May we all be so blessed as to find someone who will stay with us as partners in life. So to my brother-in-law, Adam, I'd like to say welcome to the family, and thank you for what you bring into it.

You keep it short and sweet.....
Make it about love and not the history of knowing the person.
Start off by that you are honor to join the celebration of joining two hearts.....
Wish them the best
