Yes... This is sad but true. Not only is the healthcare an issue in this but those who exist on the bottom rungs of the ladder are usually the least educated which naturally reflects on their life choices, smoking, drinking, etc.etc.
I don't think it a means to socially cleanse for they usually have the chance to breed and do so proliferate even more so than the upper classes.

No, it's not a means of social cleansing when individuals voluntarily agree to work minimum wage. It's a reflection of reality in every society, even socialized systems where redistributed funds from taxpayers subsidize some aspects of everyday life.
The reality is that you are responsible for yourself. If other people want to help you, then god bless 'em, but nobody is under any obligation to pay for your life choices. And you're under no obligation to pay for mine.
Incidentally, most people who survive on minimum wage on a regular basis are either young or old. Teenagers with no job experience working part-time jobs or the elderly who wish to supplement their SS checks. If you're making minimum wage in your 20s, 30s or 40s, you have no excuse.

That problem has existed since the ancient age. The wealthy always have it better than the poor. That's the primary incentive to become wealthy. If you take that incentive away, like what's done in a communist countries, then everyone is just equally poor.

If this were truly a means of social cleansing, then the government would not subsidize the reproduction of the poor.
