The term prosecute refers to CRIMINAL charges. Only the government can prosecute. Rent-a-Center CAN file a civil suit against you. In rare cases, they can ask the District Attorney to pursue criminal charges.

No however if people do something criminal like write the a bad check or steal their overpriced junk, they can file criminal charges against people and the government can prosecute people. Normally if people don't steal their junk they'll just sue people and stick debt collecters on their tuckuses for the next 7-10 years.
