Giant radioactive monsters and in particular Godzilla were created by the Japanese in the 1950's after the destruction they suffered in Nagasaki and Hiroshima. As the monsters were a thinly disguised look at atomic weapons and the damage they could do it was only normal for them to smash cities up, although Tokyo got more than it's fair share of out and out demolition. They are simply an aphorism for nuclear weapons in the same way that the martians in War of the Worlds were.
