Cut off all the oil until 50% of the population converts to Islam.
Turn oil back on for 1 year then cut oil all oil again 50% of remaining population in Muslims convert to Islam.
Turn oil back on again for 1 year then cut off all oil until 50% of population no Muslims convert to Islam.
The repeat over and over until world is Islam.
