Why it is America's responsibility? I think the UN needs to take care of the problem in the Sudan. It is precisely the kind of situation the UN was created to deal with. I think the US needs to pressure the UN to take actions. Something along the lines of you take actions or we kick you out of our country.

Forget it. Their political system won't allow it. It's a military dictatorship. It can never happen unless a free-market economy/political system is installed.

Russia was a massive net exporter of grain during the Czars' reigns as it had some of the most fertile land in the world. Although Russia under the Czar was not a democracy, local farmers owned their own land and enjoyed the fruits of their own labor, much as in a free-market society.

Under Communism, however, many people starved to death and Russia became a major importer of food, even from the US. The non-ownership, centrally-planned economy of Communist type dictatorships is incapable of incentivising the locals who actually do the farming.
