For example, I want to print out a picture that is 7 centimeters by 9 centimeters. How can I do that on the computer and just print it out so it will be 7x9 centimeters?

Alright, so I'm using WordPerfect and just editing the image, but I want to use centimeters, not inches. How can I do that because it needs to be exact.

For sure there must be an option that specifies the dimensions of the document. Probably under document settings. That option is in mostly all kind of word processors and page makers, as well as photo edting. The sizes can be on inches, pixels and centimeters, even simple "paint has that option.

What you could do, is just bring the image to paint and resize it there, and then importe it to your document again.

In paint, just go under images, and then attributes. Just pick cm...

I wish it helped!

Depends on what software you are using to print it, and your printer setup options.

If you have photo software with the option, resize the image using inches instead of pixels. Several photo software programs have this option.
