It is possible that you have some kind of spyware or something running in the background which wastes your performance. Another possibility is that you have a toolbar installed which slows down your browser.

Some websites load slower than others. Does it take very long time for each website to load or are you experiencing this problem with just certain websites? Perhaps it could be a website script. Some websites run scripts in the background making the browser appear slow. If you disable scripting, then your browser will be somewhat faster.

Do not always believe the advertised speed of the connection. In reality the speed of the connection can depend upon factors such as the distance from the exchange and how many people are connected in your area. There are various internet sites to test the true connection speed. Also check how much your cpu is being used by going onto the task manager and click the process and performance tabs. It may be your computer is slow rather than the connection.

Chances are better than good that your problem is NORTON.
They are notorious for sluggish slow internet operation on anything. When using your computer without being on the Internet you will notice everything is OK. Any Program you use that requires Internet usage and you have Norton Installed will slow the operation to a crawl

Try disabling Norton temporarily and see if that solves anything.

Deleting cookies and browser cache may be counter-productive as the whole idea is that these files and objects reside on your hard drive in order to speed up the browsing of webpages.

Try disc clean then defrag your hard drive it could just be that and when you have done that when you switch on your computer press Ctrl Alt and Delete together which will put the task manager on your screen and you can use that to check you computer and download speeds....Hope this helps
