I remember seeing or hearing this somewhere but I can't quite put my finger on it. Does anyone know if this is true?

Its Higher than that now and the number is growing at a tremendous rate. The Govt. is back logged anywhere from three to five months on passport applications. So... The 25% figure is changing on a daily basis. It's almost impossible to get a passport quickly right now and many people are missing their trips because they can't get their passports in time. The figure was up to 28% last year and who knows what it is now???

Here is an article that sys it is 27%. I believe that is rapidly changing, don't you?
