Depends; If you're trying to reboot the normal way (start -> turn off computer -> restart) and you can't:

...and you have Win98/SE/ME
ctrl+alt+del twice.
if that doesn't work, hold power button down untill it shuts off, then restart computer. "checkdisk" will run. (if you're having issues in general, let it run). if it's a onetime thing, you could click "cancel", and let it boot as usual.

...and you have Win2k
ctrl+alt+del then when you get the panel with 6 selections, choose "restart". If this doesn't work, hold the power button until the computer shuts off, then restart.

...and you have XP
"crtl"+"alt"+"del". Taskmgr opens, then at the top, you'll see a "shut down" tab, click it, select "restart". If this doesn't work, hold the power button until the computer shuts off, then restart.

I don't have enought experience to speak about Vista.

to "reboot" a computer simply means to "restart" the computer. click on "start" and "turn off", a little window will open with three choses "standby", turn off, or "restart". click "restart" and you've rebooted. its just a way of saying restart my computer. hope this helps, good luck.

reboot is just like restart so if u have windows go start > turn off > restart
