No - may public employees have always been rude - it seems like a normal byproduct of working in a "large, faceless bureaucracy". To bypass this, you simply have to take the steps to keep it lowprofile, but send the message you will be holding them accountable. On the phone, always take notes, and get names, and speak to them by name. Always send things at least by certified mail, and in any correspondence that obviously has legal implications, always include a "CC:" at the bottom indicating "file". Not the individuals fault, just the human condition, which you have to account for and safeguard against.

Good question, no doubt.
I can't say that I have an answer to this, but... I do have an opinion, for whatever that may be worth. :)
This is usually one of those conversations that I generally steer clear of unless among really close friends. (Rule # 1, avoid argument by not talking politics or religion...LOL)
I'll start with, I'm not, nor have I ever been much into politics. All politicians start with telling "the people" that vote them in, what all they will do, or should I say, try to do, "for the people."
(By the way, yes, I am a registered voter.)
There is always so much chaos or turmoil regardless of "Democrat or Republican", and imo it seems people forget what started when and under who. My question is, does it really matter if there's never a resolution? Why hasn't our goverment taken care of its own before trying to take care of another countries people? Why are there so many homeless people in America? Why is our health care so costly? (If we even have it?) Why is our Rx cost sky high? Why doesn't any politician ever do what they claim they are going to? Really? Do our representatives really speak for us or are they sucked in by their own needs and greeds once there. Why does Our Government allow our industries to move across the world so they can pay less for employment, get rich, and then put the American workers in poverty?
See...I really have no answers, just questions and opinions that will probably be best not mentioned so publicaly. LOL
As for the police....
I, too, have noticed that the, "to serve and protect", is missing.
However, as a close relative of a retired police officer, I can say there are many reasons for the demeanor in which most of the officers tend to carry. (Try living with one....LOL)
As I was growing up, I far from understood, but as an adult, I now have a better understanding. Is it right? No. However, we must remember one thing, they too, are only human. Many Officers are really good men/ women and, imo and all honesty, there are some that should never be allowed to take that type of position. (There are some that simply lack the PR that is a neccessity with such a position.) A mandatory class in psychology and public relations should be a requirement, along with routine mental evaluations wouldn't hurt. (Constantly dealing with multiple personalities and behaviors, some not so good usually more than others, can create an officer with chronic attitude.)
As unfortunate as it is, the rise of crimes committed presently vs. years ago, and the lower values that we have had to comply to, has created a whole new breed of society. What do I mean by this? The entire gov., city, and county systems have went to the far left field......or right...(just a figure of speech)...political, judicial, and educational. There are rules and laws about corporal punishment in place that protects the children we raise. (not to mention the one that protects the real criminals) It has caused our family values and morales to become near extinct because we are afraid to discipline for fear of repercussion from a court of law. (Sit in the corner for 5 minutes and think about what you just did, instead of that good old fashion butt whooping that kept us from doing anything twice.) (It didn't Kill us, did, it?)
Put the 2 P's back in the schools and put the # 1 CP back to the polls and in another century, you may see some improvements. (2 Ps = Prayer & Paddle, # 1 CP= Common People)
As for the salary part of the question...well, our leaders...(government)...they forget how and why they got there and until the peolpe actually have more say...they are there to stay, and our protectors...remember they are only humans dealing with things many of us only read about, and honestly most of their pay is far less than most would consider to risk ones life for, while most of the tax dollars in every state goes to each schools school district, that for some reason has no new text books, etc., and the pencil pushers of that District makes in excess $100,000.00 a year. There's another topic.....Hmmmmm? Sorry, I'm sure this wasn't much help. Good Luck!

You did not mention the country you have in mind. Getting rid of police logo - "Serve & Protect" is "order from above" and has nothing to do with the service they render to the public.
If you are talking about Mr. Bush's behaviour inside a bush, you must also note that Public employees are Unionised workers and that their leaders are sometimes rude

What you are observing is global... serve and protect is in the past. Human rights and ethics are now taboo words in politics or the public service.
How do we solve this.. well in the past a revolution was effective... not that I'm promoting such a thing.

The corruption is at all levels of the governemnt, not just the presidency....
Police take orders from their chiefs.... who take orders from their chain of command..
Police believe in LAW AND ORDER... protesters, dissenters do not fit into that orderly fasion...
We do not pay their bills.. the government does... and until we start becoming active in our own governmental processes, we will continue not to have our voices heard...
Start showing up at City Council Meetings..School Board Meetings, Town Hall Meetings.. Start knowing your local state representataives, those elected to represent you.. COMMUNICATE with your elected officials...
They are NOT MIND READERS!!!... If you do not make an effort to speak your mind.. they will never know....

Yes, I think that each city is going to have their own "demon" to cope with, I know that here in my town, I miss the admirable leaders we use to have in the city offices! For instance the Chief of Police that we have here now, came from a town I used to live in, and there he was involved in some crooked scandal, and now he wound up here! I've lost my respect for politicians, local government officials! I really think it just depends on the leader that gets in a local office!

Public employees are union members, liberals and Democrats. That is why they are in the public sector. That group is as far as they can get from Mr. Bush's fiscal conservative practices.

No. There is no correlation between who occupies the White House regardless of party and public servants. Public employees have a long term job to do, and they do it with professionalism and pride, while elected officials have a hasty agenda to work for the sake of their legacy.
